今日から「What will Japan do with all of its empty ‘ghost’ homes? – 日本は「空き家」をどうするの？」を読んでいます。

With more than 20% of its population aged 70 and older and the birth rate declining, Japan has a property problem:
人口の20%以上が70歳以上となり、出生率も下がり続ける日本にある不動産に関する問題：

there are more homes than people to live in them.
それは住人以上に家が多いということ。

Population decline is a major issue for many countries.
人口減少は他国でも大きな問題となっている。

decline「低下、減少、衰退」。

It’s of particular concern for Japan, which after experiencing a major boom throughout the 20th Century is now seeing steep population contraction.
日本で特に懸念されているのは、20世紀の急発展の後、今度は急激な人口減少にさらされていることだ。

contraction「収縮、減少、短縮」。

In 2018 the lowest number of babies were born since the country began keeping records, while deaths steadily outpaced births.
2018年には死亡者数が徐々に出生率を追い越す間に、出生率が統計を取り始めて以来最低となっている。

steadily「徐々に、着実に、堅実に、どんどん」。

And, as populations decline in countries across the globe, the demand for housing will also drop as the number of households decreases.
そして地球上の多くの国では、人口減少に向かう中、住宅需要も住民の減少に伴い落ちてきている。

This is already happening in Japan, where the country’s dramatically ageing population is fuelling a massive inventory of vacant homes.
これは日本でもすでに始まっており、急激な高齢化が膨大な空き家の在庫増にも拍車をかけている。

fuelling「燃料、（燃える物を）～にくべる、あおる」。

Known as ‘akiya’, these are homes left abandoned without heirs or new tenants.
受け継ぐ者も借り手もなく放置された家は「空き家」と呼ばれる。

A record high of 13.6% properties across Japan were registered as akiya in 2018, and the problem is predicted to get worse;
2018年には日本全体でこれまでで最高の13.6%が空き家として登録され、この問題は更に悪化の様相を呈しており、

not only do relatives want to avoid inheriting homes due to Japan’s second-home tax, but there are fewer citizens overall to occupy them.
親類縁者が別荘税の問題から家屋の相続を拒むだけでなく、全体的に物件所有者の方が少なくなっているのだ。

これは本当～に思います。

たまに東京に出てみると、マンションがどんどん建てられていて、こんなにたくさんの部屋に誰が住むんだろうと不思議に思います。

実は我が家の隣にも、ほぼ放置されたような家があって、一度も所有者らしき人を見たことがないんです。

一階にあるウッドデッキが朽ち果ててきていて、あれが崩れたら、というかこの家が台風なんかでもし倒壊したら、一体どこに連絡したらよいのか、隣に住んでいる私たちには全く分からないんです。

日本中にそういう家が既にたくさんあるんだろうと思うと、いかに東京といえど、あんなに住居を増やして大丈夫なのかと、行く末を想像するとちょっと恐ろしいです。

それと second-home tax「別荘税」というのがあるんですね・・・まったく縁がなく（笑）知りませんでした。
