In 1995, she was awarded the Philadelphia Liberty Medal, an annual award given by the National Constitution Centre of the US, which recognises “leadership in the pursuit of freedom”.
1995年には、全米憲法センターより「自由を守る上で顕著な活動をした人」としてフィラデルフィア自由勲章を受賞。
“There is no greater champion and activist on behalf of the refugees of the world than Mrs Ogata,” the National Constitution Centre said.
センターからは「世界中の難民たちのための偉大なチャンピオン、活動家として緒方氏ほどの人はいない」との言葉を受けた。
on behalf of～「～のために、～の代わりに、～の代理として、～を代表して」。
Back in Japan, she also criticised her country’s low acceptance of refugees.
日本に戻ってからは、母国の難民受け入れ数の少なさを批判してもいた。
criticise「批評する、批判する、非難する」。
“Japan has to set up a situation to welcome people… those who are in need, in serious need… I think we should be open to bringing them in,” she said in a Reuters interview in 2015.
2015年のインタビューでは「日本は人々を受け入れる状況を作らねば・・・切実に必要としている人たちのために・・・我々は彼らを歓迎せねばならないと思います」と語っている。
“[To say] Japan does not have resources, that’s nonsense.”
「その力がない（と言う）だなんて馬鹿げています」。
resource「資源、物資、財源、資力、(万一の時の)頼み、方策、（内に秘めた）力」。
From 2003 to 2012, Ogata was the head of the Japan International Cooperation Agency, overseeing efforts to provide assistance to those in developing countries.
2003年から2012年にかけて、緒方氏は国際協力機構 (JICA) 理事長を務め、開発途上地域の発展に寄与した。
“I have often been asked from where I draw my energy,” she said in a 2015 article with the UN.
「どこからそんな活力が湧いてくるのかとよく聞かれます」と2015年に国連の記事で語っている。
“I often think of all the refugees whom I met in camps, in villages, in reception centres, in shantytowns.
「私はよくキャンプや村、受け入れ所や貧民街で会った難民たちのことを思います」。
shantytown「（都市にある）ボロ家地区、貧民街、スラム街」。
“I believe that what has kept me going is the conviction that our collective efforts can turn the terror and pain of exile into the safety and unity of family and friends.”
「私の活力は、追放された人々の恐怖や痛みを、我々の努力で家族や友人の安全や結束に変えることが出来るという信念から来ると信じています。」
conviction「確信、信念、説得力、有罪判決」。
collective effort「総力、結集した力、集団的努力」。
exile「国外追放、亡命（者）、追放された人、流浪者」。
unity「団結、統一、結束」。

緒方さんが95年に受賞した Philadelphia Liberty Medal（フィラデルフィア自由勲章）は、マララ・ユスフザイ氏、ネルソン・マンデラ氏、コフィ・アナン氏なども受賞されているようです。
難民の受け入れもそうでしょうけども、個人的には難民が出てしまう元をどうにか解決していかないと、受け入れる側も疲弊してしまう問題があるかなと思います。
まあそれが簡単に出来れば苦労はない、って話なんでしょうが・・・。
国を捨てる決断をしないといけない、まずは少しでもそういう人が減っていくことを願うばかりです。
理由は単純明快！「少ないコストでしっかり楽しく学べるから」。
